JOB TITLE:  PROJECT COORDINATOR - Check Availability of Positions
 
DEPARTMENT:  System Operation Center
IMMEDIATE SUPERVISOR: 
SOC Superintendent

JOB OBJECTIVE:
To assist in the research, development, and implementation of assigned Utility projects.  Job may be assigned a focus in water, wastewater, or storm water or, any combination of these areas.
 

ESSENTIAL TASKS:

  • Performs public improvement inspections and enforces compliance with codes and regulations; performs surveys for utilities and utility easements.
  • Researches courthouse deeds; reviews tax records, environmental consultants plans, new site plans, new subdivisions, new product information, calculations, and related documents; utilizes, reviews for compliance, or makes recommendations as appropriate.
  • Designs neighborhood water, wastewater, or storm water projects and other assigned projects.
  • Researches, prepares, and acquires easements; calculates construction cost estimates and subdivision bond amounts.
  • Develops, implements, and prepares reports for regulatory required plans like Capacity, Maintenance, Operations, and Management Plan to minimize sanitary sewer overflows, Combined Sewer Operational Plan, and Phase II Storm Water Plan.
  • Develops and maintains priority lists for sewer line replacement and water line replacement projects.
  • Works with State and Federal regulatory agencies in meeting their requirements for plans and reports.
  • Prepares a variety of plans, maps, forms, specifications, records, and reports; utilizes, presents, publishes, records, or transmits these plans as appropriate.
  • Responds to public inquiries; provides information, resolves problems, or refers to others as appropriate; participates in public relations for the Utility.
  • Coordinates efforts between Utility departments; supervises Utility workers and private contractors on Utility property to ensure compliance with plans, codes, and regulations; conducts meetings with private contractors; attends meetings with state agencies; attends and presents safety meetings; attends Planning Commission meetings.
  • Performs routine clerical work, such as filing reports, deeds, and plans; generates blueprints as requested.
  • Answers telephone calls and talks to individuals regarding project problems, complaints and general questions; gathers needed data and account information to resolve problems; writes related correspondence.
  • Confers with department heads regarding revised procedures and other issues affecting the Utility.
  • Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
  • Assists with preparation of annual budget; monitors status of budget; identifies budgetary changes in patterns; assists in planning long and short term capital purchases for the department and/or the Utility; secures prices on equipment and vehicles for departmental use in preparing budgets.
  • Utilizes surveying, GPS, or other methods to assist in keeping utility maps updated.
  • Assists in development of utility information for GIS.
  • Reviews city ordinances, technical manuals, HWU and City policies and procedures, land and subdivision plats, city and utility maps and other resources in performing assigned work.
  • Participates and testifies where appropriate at Local Development Committee and other Planning Commission related meetings.
  • Conducts field investigations to review work performed by HWU crews as related to projects.
  • Prepares or completes various forms, reports, correspondence, bid specifications, bid schedule, budget documents, audit reports, graphs, or other administrative documents such as purchase requisitions, timesheets, personnel change forms, vehicle accident reports, employee injury reports, and insurance forms.
  • Operates a computer to enter, retrieve, review, or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, or other programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner; coordinates service/repair activities as needed.
  • Maintains current catalogs, price lists, vendor information, and related information for reference.
  • Attends meetings, serves on committees, and/or makes speeches or presentations as needed.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Ensures that all work is carried out in a safe and efficient manner
  • Performs other duties as assigned/needed
  • Maintains a positive attitude with team/unit
  •  Maintains good public relations
GENERAL REQUIREMENTS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  Must be knowledgeable in basic personal computer operation including word processing and spreadsheet software.  Must have excellent numerical skills.  Must be organized and efficient and able to meet deadlines.  Must be able to establish and maintain effective working relationships with team/unit.
 
EDUCATION AND/OR EXPERIENCE:
Requirements include a Bachelor’s or Master’s degree from a college or university in Civil/Environmental Engineering Technology, Landscape Architecture/Design, or Civil/Environmental Engineering.
 
PHYSICAL CAPABILITIES:
Pass alcohol and drug screening test.  Based on pre-employment physical examination and demonstration through job performance is physically able to perform the essential functions of the position.  Reasonable accommodations may be made to enable individuals with disabilities to perform essential tasks.
 
SUPERVISORY RESPONSIBILITIES:
As assigned by supervisor.
 
LICENSING OR CERTIFICATION REQUIREMENTS:
Valid driver's license.
